Appropriators in the Senate Do Not Release Marks as Anticipated

Prior to the Labor Day break in Congress, advocates were anticipating that the Senate Appropriations Committee would release their marks for their spending bills. Unfortunately, the situation has changed, and there will be no marks before the end of September in light of a continuing resolution in place until December 11, the midterm elections on November 3 looming, and the House leaving early the week of September 14. The calculus was that there was no real need to push out the Senate numbers this month.
 
Had the bills been released, advocates would have had a clearer picture of the fiscal year 2027 probable numbers for key agencies by comparing them with the corresponding House Appropriations Committee numbers. All twelve spending bills have been voted out of full committee, but only three National Security State, Military Construction, and Veterans Affairs and Agriculture have completed House floor consideration.
